The Interparliamentary Alliance of Parliamentary Groups “For a Democratic Belarus” is an international solidarity network uniting more than 300 MPs from national parliaments and international parliamentary bodies. It is an umbrella platform that brings together groups supporting Belarus and Belarusians across different national parliaments, as well as international institutions such as the European Parliament.
The formation of the Alliance began on March 1, 2023, in the European Parliament, and on November 7, it was officially established in Berlin as a coordinating platform.
The Alliance includes parliamentary groups from more than 20 countries and several international bodies.

Goals and priorities
The Alliance’s main goal is to support Belarusians in their struggle for freedom, human rights and democratic change. Key priorities include:
- keeping the Belarusian issue on the international agenda;
- integrating Belarusians in exile into local communities;
- supporting civil society, independent media and human rights defenders;
- increasing international pressure on the regime;
- developing the legal framework for a future democratic Belarus;
- supporting repressed people and their families.
Methods and formats of work
The Alliance operates through a wide range of tools, including:
- meetings in national parliaments and international institutions;
- solidarity actions and public statements;
- resolutions and hearings;
- legislative initiatives and legal expertise;
- internships for young Belarusians in partner-country parliaments;
- patronage of political prisoners and discussions of their cases on official platforms.
The Alliance holds regular joint meetings. The latest took place in Paris in October 2025, and the next is planned for London in 2026.
Belarusians can directly reach out to group representatives with proposals or specific issues.
Results
Since its establishment, the Alliance has achieved significant outcomes, including:
- preparation and adoption of the Luxembourg Solutions — a set of recommendations for European national parliaments on supporting Belarusians in exile;
- signing a cooperation agreement with the European Parliament;
- adoption of more than twenty international resolutions on Belarus within a year;
- expansion of legislative support for Belarusians in various countries;
- internship programmes for young professionals;
- help in drafting the Constitution and laws for a future democratic Belarus.
Plans
The Alliance continues to expand and aims to:
- develop new parliamentary groups in additional countries;
- sign further cooperation memoranda;
- implement the Luxembourg Solutions into national legislation of member states;
- strengthen coordination among parliamentarians, international institutions and the democratic forces of Belarus.
