    The International Humanitarian Fund was established in Norway at the initiative of Sviatlana Tsikhanouskaya in 2024 to support people affected by repression in Belarus.

    The Fund has become an important mechanism for supporting Belarusians affected by political repression

    How does the Fund work?

    The Fund does not accept individual applications. Resources are distributed to Belarusian human rights and humanitarian organizations that work directly with affected people. Priority is given to emergency cases and the most vulnerable beneficiaries.

    The Fund is operated by the Norwegian Helsinki Committee, which is responsible for financial management, payments, and reporting.

    The Fund’s mission

    The mission of the International Humanitarian Fund is to provide an effective and transparent mechanism for delivering humanitarian and other assistance through partner organizations to support people affected by repression in Belarus. The Fund promotes a culture of solidarity and humanism by fostering sustainable forms of mutual support.

    Partner organizations

    The Fund’s partners include the following organizations: Dissidentby, INeedHelpBY, Volnyja and the A Country to Live In Foundation. These are the Fund’s core participants, involved in its governance and ongoing operations.

    The Fund also cooperates with guest organizations — organizations that are not part of the Fund’s permanent structure but may receive funding for specific projects or needs. To join the Fund, an organization must meet the established criteria and submit an application.

    The Office of Sviatlana Tsikhanouskaya does not receive funds from the IHF and is not involved in distributing them.

    Sviatlana Tsihanouskaya and her team work to ensure that the fund has sufficient resources to provide effective assistance and advocate for additional countries to join the Fund.

    Reporting and transparency

    The Fund publishes reports on collected and distributed resources and verifies the reporting of participating organizations. Reports are available on the Fund’s website.

    How much funding has been raised?

    As of June 2026, the Fund has raised more than €3.3 million. Thirteen countries have joined the initiative, including Norway, Sweden, Denmark, Luxembourg, Switzerland, Croatia, Estonia, Iceland, Spain, Finland, Latvia, Austria and Ireland.

    How can people receive assistance?

    If you have been affected by repression and need support, you should contact one of the organizations supported by the Fund. These organizations are responsible for processing assistance requests.
