The United Transitional Cabinet of Belarus (hereinafter UTC) is a permanent executive body established by the elected National Leader of Belarus, Sviatlana Tsikhanouskaya, which in the conditions of political crisis on a collegial basis develops and ensures the adoption and implementation of political decisions necessary to preserve the independence and sovereignty of the Republic of Belarus, overcome the political crisis in Belarus, protect the interests, rights and freedoms of its citizens and ensure the transition to democratic governance in Belarus.
The UTC interacts with organized structures of democratic forces and civil society of Belarus to coordinate joint efforts and conducts its activities until the restoration of constitutional law in the country.
Objectives of the UTC
To protect the independence and strengthen the sovereignty of the Republic of Belarus, to represent the national interests of Belarus, to achieve the de-occupation of the country.
To develop and implement measures aimed at ending the illegal retention of power by the Lukashenko regime, ensuring the transition of power from dictatorship to democracy, and promoting fair and free elections.
Restore constitutional law and order.
Release and ensure the rehabilitation of all persons imprisoned by the regime for political reasons.
Develop and ensure the adoption and implementation of decisions necessary to achieve democratic change in the country.
Areas of competence of the UTC
Defense of independence, sovereignty and national interests of Belarus, representation of the Republic of Belarus in the international arena.
Development, adoption and implementation of decisions in the field of military policy and national security.
Defining priorities and interests in foreign policy, developing relations with foreign states, international universal, specialized and regional organizations, developing principles of the new foreign policy of Belarus.
Developing and implementing measures to ensure the transfer of power, promoting fair and free elections.
Elaboration, adoption and implementation of decisions to protect the rights and freedoms of Belarusian citizens inside and outside the country.
Elaboration, adoption and implementation of decisions aimed at the development of sustainable democratic institutions in order to achieve and maintain socio-political and economic stability in Belarus, stabilize the sphere of state administration, ensure the welfare of citizens of Belarus, develop national culture, science, education, preserve historical memory, popularize the Belarusian language.
Development, adoption and implementation of other decisions necessary to achieve the set goals.
