    Vienna
    19.02.2026

Five years after the events of 2020, the human rights situation in Belarus remains among the most serious challenges within the OSCE area. In this context, parliamentary diplomacy plays a crucial role in supporting the democratic forces and the release of political prisoners.

A discussion dedicated to parliamentary strategies and capacity building for a democratic Belarus will be held at the OSCE Parliamentary Assembly.

Welcome remarks will be delivered by the Heads of the Norwegian and Swedish Delegations — Mr. Marius Arion Nilsen and Mr. Björn Söder. At the beginning of the event, the Head of the United Transitional Cabinet of Belarus, Ms. Sviatlana Tsikhanouskaya, will address the participants. The discussion will be moderated by the Head of the Lithuanian delegation, Mr. Ruslanas Baranovas.

Advisor to Sviatlana Tsikhanouskaya on Legal Affairs, Leanid Marozau, will speak about the humanitarian situation in Belarus. Following this, PA members will discuss how to support political prisoners and their families, as well as what lessons the OSCE PA can learn from PACE’s work on Belarus.
