MEETING WITH LITHUANIA’S ENVIRONMENT MINISTRY CHANCELLOR
Sviatlana Tsikhanouskaya’s Office Director in Vilnius, Dzianis Kuchynski, and Advisor on Constitutional Reform and Parliamentary Cooperation, Anatoli Liabedzka, met with the Chancellor of the Ministry of Environment of Lithuania, Vladislav Kondratovič. They discussed the safety of the Belarusian Nuclear Power Plant, the impact of the recent review of areas contaminated by the Chornobyl disaster, Belarusians’ participation in public life in Lithuania, and issues related to obtaining and exchanging driver’s licenses.
WORK ON EXPIRED BELARUSIAN PASSPORTS
The International Department of Sviatlana Tsikhanouskaya’s Office continues its systematic work on the issue of expired Belarusian passports at the pan-European level and directly with the governments of individual countries. In Spain, expired Belarusian passports are recognized for a range of administrative procedures. In Sweden, Belarusians may, in certain cases, obtain an alien’s passport or apply for a residence permit without a valid Belarusian passport. Work with other countries is ongoing.
FAREWELL TO ALIAKSANDR MILINKIEVIČ
Aliaksandr Milinkievič died on August 11, 2026. On August 22, a farewell ceremony was held at the Warsaw Archcathedral Basilica of St. John the Baptist. Sviatlana Tsihanouskaya attended the ceremony and delivered a farewell address: “He lived for Belarus. He breathed Belarus. For him, the personal and the national were inseparable. We will continue your work and do everything to keep your memory alive”.
EXPERT BRIEFING IN PRAGUE ON TRANSNATIONAL REPRESSION IN BELARUS
The Office of Belarus Democratic Forces in the Czech Republic hosted a closed briefing, “Wanted by the Dictator: The Red Notice State”, focused on the Lukashenka regime’s use of international wanted-person mechanisms to carry out transnational repression against Belarusians. The event was opened by the Director of the Prague Office, Kryścina Šyjanok. Sviatlana Tsikhanouskaya’s Advisor on Legal Affairs, Leanid Marozau, presented an analytical report on the abuse of Interpol mechanisms and politically motivated extradition requests. Representatives of 12 foreign embassies and key Czech government institutions attended the briefing.

MONITORING OF RUSSIAN “SOFT POWER” INSTITUTIONS IN BELARUS
Sviatlana Tsikhanouskaya’s Advisor on Science and Education, Pavel Tereshkovich, prepared a monitoring report on the activities of Russian “soft power” institutions in Belarus during the first half of 2026. It examines the expansion of their presence, their work with young people and historical memory, and the promotion of Russian ideological, military, and political narratives.
OVERVIEW OF DEVELOPMENTS IN EDUCATION AND SCIENCE
Pavel Tereshkovich also prepared an overview of developments in education and science in July. It covers key developments in Belarus and abroad, including the situation at universities, political repression in education, the militarization of the education system, international contacts, and the development of Belarusian educational and research initiatives in exile.
