The foreign policy of a democratic Belarus should safeguard the country’s independence, strengthen ties with its partners, and restore Belarus’s place in the European and international community.
This section presents positions on cooperation with the European Union, the United States, Ukraine, and other partners; regional security; support for Belarusians abroad; and promoting Belarus’s national interests. The materials also address international support for democracy, the country’s European choice, and Belarus’s responsible contribution to addressing shared global challenges.
Short-Term Foreign Policy Priorities of the Democratic Forces of Belarus
This document sets out the short-term priorities for the foreign policy activities of the democratic forces, centered on four objectives: independence, democracy, the European choice, and preserving Belarusian identity. Its priorities include securing international recognition of democratic institutions, increasing pressure on the regime, achieving the release of political prisoners, protecting the rights of Belarusians abroad, strengthening ties with the European Union and the Council of Europe, and supporting independent media, culture, education, and civil society.

Declaration on the Foreign Policy Priorities of a Democratic Belarus
This declaration, adopted at the New Belarus Conference 2024, outlines the key priorities of the foreign policy of a democratic Belarus. These include strengthening cooperation with the European Union, the United States, the United Kingdom, and Ukraine; safeguarding the country’s independence and sovereignty; restoring its non-nuclear status; and rebuilding good-neighborly relations. The declaration also calls for expanding educational, cultural, and information programs for Belarusians, supporting their legal status abroad, and preventing discriminatory restrictions.

Declaration of the Democratic Forces of Belarus on Solidarity with the People of Ukraine
This declaration, adopted at the New Belarus Conference 2023, expresses the solidarity of the democratic forces of Belarus with the people of Ukraine in their struggle against Russian aggression and reaffirms support for Ukraine’s sovereignty and territorial integrity within its internationally recognized borders. The declaration condemns the Lukashenka regime’s complicity in the war, expresses readiness to work together with Ukraine to address the consequences of the aggression, and supports international efforts to investigate war crimes and establish a special tribunal.
