  • Short-term priorities of the foreign policy activities of Belarus’ democratic forces

    Our mission is an independent, democratic, and European Belarus.

    Key objectives:

    • Independence: Ensure conditions for preserving the Belarusian state and nation, counteract attempts to undermine Belarus’ sovereignty (which is threatened by Russia), and, amidst the further isolation of the illegitimate Lukashenka regime, achieve legal or de facto recognition of the democratic forces’ institutions by the international community. Ensure the inclusion of national interests when decisions are made on the international level.
    • Democracy: Strengthen the system of the democratic forces’ institutions and their coordination with civil society, maintain pressure on the illegitimate regime, and expand opportunities to protect Belarusians’ rights and interests.
    • European alternative: Promote Belarus’ belonging to the European family of nations, secure political support for the European alternative, create a positive image of the country, and advocate for an open Europe for Belarusians.
    • Belarusian identity: Preserve and strengthen the national identity (language, culture, history) as a foundation for an independent Belarusian state. Promote initiatives of Belarusian civil society and the diaspora abroad.

    1. INDEPENDENCE

    1.1. Incorporate the following principles into bi- and multilateral international documents:

    • the necessity of preserving and strengthening Belarus’ independence, restoring its non-nuclear status, and positioning the country as a donor of regional security and stability;
    • the withdrawal of nuclear weapons and Russian forces from Belarusian territory;
    • consideration of Belarusian national interests when constructing a new regional security system within a peace settlement in Ukraine (one that should ensure Ukraine’s victory).

    1.2. Enhance the agency of Belarus’ democratic forces through:

    • formalizing the illegitimacy of the A. Lukashenka regime, which has no right to represent Belarusians, including after the sham presidential election in 2025, in international documents, and recognizing S. Tsikhanouskaya and institutions established by the democratic forces (Coordination Council, United Transitional Cabinet) as true representatives of Belarusian interests;
    • increasing political and diplomatic isolation of the regime while expanding the number of countries from all world regions that support such policies;
    • institutionalizing relations with partner countries (following examples like the United States and Canada) and international bodies and organizations (as with the EU, CoE, and OSCE);
    • ensuring the participation of Belarus’ democratic forces’ representatives in key international summits and forums;
    • developing a network of representative offices in foreign countries for Belarus’ democratic forces.

    2. DEMOCRACY

    2.1. Strengthen the democratic forces’ bodies through:

    • securing the sustainability of political and civil bodies of the democratic forces, including through funding for their activities;
    • expanding cooperation with foreign governments, parliaments, and international organizations to increase support for Belarus’ democratic forces;
    • advocating for comprehensive solutions implemented by international partners tosupport democracy in Belarus;
    • facilitating personnel training and reform projects for a smooth transition to  democratic governance;
    • systematically raising international awareness about the current challenges in restoring democracy in Belarus;
    • conducting an international campaign to ensure the non-recognition of the 2025 election, including:
      • organizing an awareness campaign for Belarusians in exile;
      • mobilizing international partners (democratic countries, OSCE, EU, CoE, and other international organizations) to form a unified position on the non-recognition of the 2025 election.

    2.2. Increase pressure on the regime through:

    • developing proposals for sanctions, their synchronization, and measures to prevent sanctions circumvention;
    • providing legal and informational support for initiatives to bring individuals responsible for crimes against humanity and war crimes to accountability in the ICC;
    • mobilizing international partners for political and diplomatic support of Lithuania’s referral of the situation regarding crimes against humanity in Belarus to the ICC.

    2.3. Secure the release of political prisoners through:

    • aligning strategies for achieving the release of political prisoners and organizing international cooperation for this goal;
    • ensuring financial contributions to the International Humanitarian Fund;
    • facilitating the development and implementation of rehabilitation programs for former political prisoners and their families.

    2.4. Protect the rights of former volunteer fighters and veterans through:

    • raising international awareness about the need to advocate for the rights of former volunteers, veterans, and their families as a targeted priority group;
    • securing financial support for former and fallen volunteers and their families;
    • facilitating the preparation and implementation of comprehensive assistance programs for former volunteers, veterans, and their families, including medical rehabilitation, psychological support, and integration in the countries of their current residence.

    2.5. Protect Belarusians’ rights and interests through:

    • facilitating the legalization of residence for exiled Belarusians through targeted engagement with the authorities of their host countries on issues such as:
      • international and additional protection (asylum) to prevent deportation;
      • issuance of identification and travel documents;
      • recognition of educational credentials, personal rights, property ownership, civil status, and more;
    • promoting mobility for Belarusian citizens:
      • advocating for initiatives to simplify visa regimes and improve border mobility for Belarusian citizens, including lifting visa restrictions and opening borders;
      • supporting the issuance of humanitarian visas and evacuation for activists and their relatives;
      • collaborating with international organizations to develop measures for harmonizing approaches and law enforcement practices in host countries;
    • promoting more educational programs aimed at fostering an understanding of democratic values, human rights, and principles of civic responsibility among Belarusian youth;
    • mobilizing international and private funding to support independent media, bloggers, civil society initiatives, human rights defenders, and individuals facing repression.

    3. EUROPEAN ALTERNATIVE

    3.1. Promote a European alternative for Belarus through:

    • embedding the narrative of Belarusians belonging to the European family in the political documents of international partners;
    • conducting expert analyses on the prospects for Belarus-European cooperation across various fields;
    • encouraging the participation of the democratic forces’ representatives in respected European forums and conferences;
    • facilitating educational and introductory visits for Belarusians to partner organizations within the EU and its member states.

    3.2. Ensure sustainable representation of the democratic forces through:

    • institutional engagement with the Council of Europe and the European Union;
    • connections with other regional and subregional organizations;
    • expanded expert participation in programs and events within the Eastern Partnership.

    4. BELARUSIAN IDENTITY

    4.1. Preserve Belarusian nationhood through:

    • developing and strengthening national identity by promoting the Belarusian language, culture, and historical heritage, while actively combating Russification;
    • countering Russian propaganda disseminated through state-controlled media.

    4.2. Promote and support Belarusian initiatives through:

    • establishing cooperation with international partners in the following areas:
      • education and science;
      • culture and national revival;
      • youth and students;
      • green Belarus;
      • media;
      • expert communities and talent development.
    • facilitating greater participation of Belarus’ representatives in international cultural programs and events.
