This package of documents addresses two different but related issues. The Concept for the Electoral Code describes what a full reform of the electoral system in a new Belarus should look like: stable rules, independent commissions, transparent financing, equal access to campaigning, clear complaint procedures, and protection of elections from political manipulation. This is the long-term architecture of fair elections.

The remaining documents are intended for a more urgent task: to show how fair elections in line with international standards could be conducted quickly, even within the framework of the current Electoral Code. Changing legislation is a lengthy process, while the political necessity to hold elections under fair rules may arise sooner. Therefore, the draft resolutions of the Central Election Commission and the protocol templates propose practical procedures that can be implemented quickly: open formation of election commissions, genuine access for observers, transparent verification of signatures, clear vote counting procedures, and protocols in which all figures must reconcile with one another.

For decades, elections in Belarus have been falsified, while the state built a system in which the outcome depended not on the free expression of citizens’ will, but on administrative control. Election commissions were formed in favor of the authorities, independent observers were pushed away from the real process, candidates could be denied registration through formal procedures, vote counting lacked transparency, and the final figures could not be verified.

Therefore, the purpose of these proposed documents is not merely to improve some procedures, but to eliminate the very possibility of falsification. Instead of a system where citizens are simply presented with a prearranged result, the proposals establish a process in which every key stage of elections is open, visible, and verifiable: from the formation of commissions and access for observers to signature verification, ballot counting, and publication of final protocols.

The current Electoral Code contains general provisions on observation, early voting, voting by location, and vote counting. However, these norms leave too much room for arbitrary application.

The proposals differ in that they turn general promises into concrete obligations. It is no longer simply that “signatures for candidates are verified,” but that verification must proceed from a presumption of validity and allow technical mistakes to be corrected. It is no longer simply that “an observer is present,” but that the observer must be able to see documents, ballot boxes, ballots, the counting process, and receive copies of protocols. It is no longer simply that “votes are counted,” but that every ballot must be shown, results announced aloud, counting conducted without interruption, and all figures in the protocol must reconcile with one another.

In other words, the documents propose safeguards against the methods of falsification that Belarusians have witnessed for decades.

These proposals cannot be considered fully ready “for all time.” By the moment of a real transition, the political situation, the participants involved, technologies, the international context, and even the current legislation itself may change. Therefore, this package should not be seen as a document that can simply be taken off the shelf and applied without revision.

However, its core logic will not become outdated: fair elections must be open, verifiable, and protected from arbitrary control. Before implementation, the documents will indeed need to be updated: deadlines, institutional powers, technical solutions, security requirements, new international recommendations, and the situation in the country will all need to be reviewed.

It is better to have a well-thought-out foundation prepared in advance that can quickly be adapted than to draft rules under pressure when every mistake could undermine trust in the first fair elections in a new Belarus.
