The Concept for Accountability for Repression in Belarus has been published on Sviatlana Tsikhanouskaya’s website, prepared by her Office’s Legal Department.
The document outlines how serious human rights violations committed after 2020 could be investigated in a future democratic Belarus. The concept addresses the role of victims, the preservation of evidence, the right to truth and reparations, as well as national and international mechanisms for holding perpetrators accountable.
Particular attention is given to a possible hybrid tribunal for Belarus, which would combine national justice mechanisms with international participation and expertise. Such a mechanism could become the most realistic model for prosecuting those responsible for the gravest crimes.
Sviatlana Tsikhanouskaya’s Advisor on Legal Affairs, Leanid Marozau: “The International Criminal Court and the Special Tribunal for the Crime of Aggression against Ukraine are important examples of how the international community responds to the most serious crimes. For Belarus, we need to think about the next step — a mechanism that will work in the Belarusian context. I believe such a model could be a hybrid tribunal that combines Belarusian jurisdiction with international expertise”.
