Civic participation empowers people to influence decision-making, defend their interests, unite around shared goals, and take responsibility for Belarus’s future.

Resolution on the Role of Youth in the Struggle Against Authoritarianism
This resolution, adopted at the New Belarus Conference 2025, recognizes Belarusian youth as an independent political and civic force that should play an active role in decision-making and preparing for democratic change. It condemns repression, ideological control, and the militarization of education, and calls for greater youth representation in democratic institutions, support for youth initiatives, leadership development, and safe spaces, as well as expanded scholarship opportunities, academic mobility, and assistance programs for young Belarusians in exile.

Resolution on Comprehensive Preparation for the Democratic Transition and Public Discussion of Reform Proposals
This resolution, adopted at the New Belarus Conference 2026, sets out principles for preparing for a democratic transition through open discussion of reforms. It emphasizes that prepared strategies, draft constitutions, and draft laws are proposals for discussion and cannot substitute for the free choice of citizens. The document calls for creating a public registry of such proposals, ensuring the participation of people affected by repression and local communities in discussions on reforms, and involving political parties, civil society, and media in assessing decisions about Belarus’s future.
