Sviatlana Tsikhanouskaya’s Chief Advisor, Franak Viacorka, summarized the results of the Belarus–U.S. Strategic Dialogue between representatives of Belarus’ democratic forces and American politicians conducted in Washington D.C. over two days.
Mr. Viacorka emphasized the uniqueness of the event: “Previously, the United States had never conducted a strategic dialogue with a non-governmental body”. He also noted that the democratic forces managed not only to negotiate with influential American politicians but also achieve significant agreements.
The main achievement is the establishment of working groups in four areas: political prisoners and accountability for the regime, assistance to the private businesses, cultural initiatives, and youth and the Belarusian diaspora. The groups will meet and work on a regular basis.
Mr. Viacorka also highlighted several important outcomes:
– The American side is ready to take action to change the visa situation and issue three-year visas to Belarusians.
– Preliminary agreement was reached on appointing a special envoy to work with democratic Belarus.
– The Belarus Democracy Act 2023 was submitted to the US Congress for consideration – the new version of the bill supporting democratic Belarus. It is expected to be adopted by the end of the year.
– The US will consider granting temporary protected status to Belarusians in the country.
“Bear in mind that the Strategic Dialogue is not over. Its events will take place every year. We expect that next year, in June, 100-150 people will participate, which means that more Belarusians can join the activities. Soon we will draw up a plan of events and activities for the entire year 2024”, noted Ms. Tsikhanouskaya’s Chief Advisor.
