“Lukashenka's new decree not only prevents Belarusians from renewing their passports at embassies and consulates but also makes it impossible for them to dispose of their property in Belarus while abroad.
The decree stipulates that people can no longer sell and transfer real estate and vehicles without personal presence or a power of attorney issued in Belarus. Powers of attorney concluded abroad can no longer be used in Belarus for this type of transactions.
Everyone who owns real estate and vehicles in Belarus will have to get “permission” from the regime to dispose of it. It will only be possible from within the country. This means that those of you who can't safely return to Belarus will not be able to freely manage your property.
Freedom of disposition is one of the basic and inviolable human rights. No state can impose unreasonable restrictions on its exercise”.
