The draft law abandons the Soviet-era model of the prosecution service as a universal supervisor of the state and society. Instead, prosecutors would direct criminal investigations, represent the prosecution in court, oversee the legality of pre-trial investigations, operational-search activities, and the treatment of individuals in detention or serving criminal sentences.
The draft law also introduces open and competitive recruitment of prosecutors, integrity screening, professional training, prosecutorial self-governance, safeguards for prosecutorial independence, and accountability to the Soim.
