    Civic participation empowers people to influence decision-making, defend their interests, unite around shared goals, and take responsibility for Belarus’s future.

    This section presents positions on engaging citizens in public and political life, supporting civic initiatives, encouraging self-organization, and expanding participation in decision-making. The materials address leadership development, access to education and international programs, the protection of activists, and the creation of safe spaces for collective action.

    Resolution on the Role of Youth in the Struggle Against Authoritarianism

    This resolution, adopted at the New Belarus Conference 2025, recognizes Belarusian youth as an independent political and civic force that should play an active role in decision-making and preparing for democratic change. It condemns repression, ideological control, and the militarization of education, and calls for greater youth representation in democratic institutions, support for youth initiatives, leadership development, and safe spaces, as well as expanded scholarship opportunities, academic mobility, and assistance programs for young Belarusians in exile.
