Last week, the Roadmap for the Democratization of General Secondary Education in Belarus was presented. It was created by a group of experts at the initiative of the Education Team of Sviatlana Tsikhanouskaya’s Office and with the participation of the United Transitional Cabinet.

What is this document?
The Roadmap for Preparing the Reform of the General Secondary Education System is a document that proposes a systematic set of actions that will transition general secondary (school) education from an authoritarian model to a democratic one.
Who created this document?
The roadmap was developed by a group of education experts and practitioners formed at the initiative of Sviatlana Tsikhanouskaya’s Office and with the participation of the United Transitional Cabinet.
Why is this document needed?
The roadmap is designed to ensure the stability and effective democratic transformation of the secondary education system during the transition period.
Who will implement the roadmap?
The roadmap will be implemented through joint efforts of the Transitional Government, school staff, students, and local governments.
When will it be implemented?
The roadmap comes into effect as soon as the Transitional Government is formed. The document covers the first 500 days of the transition period and is divided into three stages: 50, 100, and 500 days.
What are the priorities of the first stage (50 days)?
- Rehabilitation of people affected by repression in secondary education.
- Maintaining stable functioning of the secondary education system.
- Establishing self-governance bodies in secondary education institutions.
- De-militarization and de-ideologization of secondary education institutions.
What are the priorities of the second stage (100 days)?
- Discussion of the Concept of Education System Reform in Belarus.
- Development of laws regulating education.
- Expanding professional freedoms and autonomy for teachers.
What are the priorities of the third stage (500 days)?
- Creation of a draft new Education Law (Code).
- Teacher retraining.
- Commencement of work on new school books.
- Wider implementation of modern methodological approaches.
