  • Democratization of General Secondary Education: Project by Sviatlana Tsikhanouskaya’s Office developed in partnership with United Transitional Cabinet

    The Roadmap for Preparing the Reform of the General Secondary Education System (hereinafter referred to as the roadmap) has been developed by a group of education experts and practitioners formed at the initiative of Sviatlana Tsikhanouskaya’s Office and with the participation of the United Transitional Cabinet.

    The roadmap proposes a systematic set of actions that will transition general secondary (school) education from an authoritarian model to a democratic one. It aims to ensure stable operation and effective transformation of the general secondary education system within the first 500 days after the formation of the Transitional Government.

    The roadmap is divided into three stages.

    Key priorities of the first stage (50 days):

    Changing the undemocratic education management system. Creating conditions for the reinstatement of teachers dismissed on political grounds. Initiating a broad public discussion to develop a vision of the new Belarusian school.

    Key priorities of the second stage (100 days):

    Developing the Concept of Development of Belarusian Schools involving all interested parties. Working on new educational legislation: standards, frameworks, etc. Initiating elections of principals. Expanding teachers’ professional freedoms and granting schools real autonomy.

    Key priorities of the third stage (500 days):

    Preparing the draft Law on Education. Defining specific deadlines for the reform of the education system. Mass retraining of teachers. Creating and implementing new methodological approaches, and writing new textbooks.

    The roadmap will be implemented through joint efforts of the Transitional Government, school staff, students, and local communities.
