Abuse of Interpol Mechanisms to Persecute Belarusians

The analytical report “Wanted by Dictator: Red Notice State” examines the practice of transnational repression used by the Lukashenka regime against its political opponents outside Belarus. The authors analyze the abuse of Interpol mechanisms, the use of bilateral extradition and mutual legal assistance agreements, and other methods of targeting Belarusians internationally.

The study examines real cases of detention and threats of extradition in various countries, published expert assessments, and materials indicating attempts to conceal the political nature of criminal prosecutions. It also provides recommendations to Interpol, member states, and international partners on preventing such abuses.
