• The main difference is fewer barriers and clearer rules. The draft lowers the threshold for forming a party: 500 founders from at least four regions of the country (i.e., at least three regions plus the city of Minsk). Currently, 5,000 members are required, covering all seven regions, with at least 100 members from each region and Minsk. This will make entering politics easier.

• There are also qualitative changes. The draft explicitly requires internal democracy in parties: transparent leadership elections, equal rights for members, and clear procedures. It relaxes unnecessary restrictions on international contacts while maintaining reasonable security safeguards, allowing parties to learn and cooperate without risk of punishment. As a result, the party system will become more dynamic, transparent, and closer to the people of Belarus.

• If a party fails to nominate candidates in elections for nine years, this becomes grounds for liquidation by court decision. If it fails to submit mandatory reports for three consecutive years, this is also grounds for closure by court. Parties may first receive warnings or temporary suspension, but if violations are not corrected, the next step is liquidation. The register will contain only active parties that work and are accountable to the people. This will clean up the political field and make competition fairer.

• To provide parties with fair and clear rules of the game, rather than dependence on “pockets” or administrative resources. Spending will be transparent: reports and audits will be public and verifiable. The current law does not provide such subsidies — it only allows informational and methodological support from the state.

• Funds are distributed based on voters’ support. First, a total limit for party funding is set in the budget (up to 0.2% of budget revenues). Then this amount is split in half: one half is distributed to parties proportionally to votes in parliamentary elections, and the other half proportionally to votes in local council elections. The more people vote for a party’s candidates, the larger its share of state funding.

• There are two important filters. Only parties whose candidates receive at least 3% of votes are eligible for subsidies. To prevent a leading party from taking all the funding and gaining an unfair advantage in the next elections, a single party can count a maximum of 30% of votes toward funding. The remaining funds are distributed among other parties according to the same rules.
