Sviatlana Tsikhanouskaya’s Office, the United Transitional Cabinet, and the Coordination Council invite the public to discuss the draft New Belarus Transition Strategy.
The New Belarus Transition Strategy is an action plan aimed at moving from authoritarian rule to democratic governance.
The strategy begins with the start of the transition of power in the country and is designed to last six years. During this period, Belarus will hold two rounds of free and fair parliamentary and presidential elections.
The first stage lasts no more than 180 days, during which the first genuinely democratic elections are held, marking the transition from the old leadership to new leaders.
We do not yet know exactly how or when the transition from dictatorship to democracy will take place.
It is important to be prepared for the transition period now. By the time the transition of power begins, we should have documents outlining the proposed reforms and priority draft laws. The proposed strategy is a plan that helps identify the steps that need to be taken and the order in which they should be implemented to achieve democracy.
The transition from authoritarianism to democracy involves many risks and uncertainties. The strategy takes into account different scenarios for the transition of power — from a negotiated process to changes driven by public pressure or external factors. Regardless of the circumstances, the strategy remains relevant. The specific actions will depend on the situation, but the strategy serves as our main roadmap for the transition to democracy.
