“The European Commission chooses an entity which will be responsible for ensuring that the assistance reaches the recipient. In this case, the European Endowment for Democracy is such a foundation. It announces a competitive program, to which Belarusian media, activist groups, human rights defenders, and other representatives of civil society may apply”.
